Life was good for the Liberal Party in 1963. It was the dominant party in coalition with the Country Party. Of the House of Representatives 122 seats 52 were held by the Liberal Party and 20 by the Country Party. There was tension between Liberal Prime Minister Menzies and Country Party Leader John McEwan over tariff policy, but it was a solid and confident relationship, shaped by the senior partner.
